		<description>Puerto Rico is a part of the US, and US laws will apply throughout the cruise, which means drinking age 21 on board.   There is no exception for being in international waters.   Your ID card will show your age, so you cannot purchase alcoholic drinks.   Bartenders who knowingly serve minors are subject to immediate dismissal from their jobs.   If you parents choose to purchase drinks for you, you and they both run the risk of being put off the ship at the next port, bag and baggage, with no refund, no apology, and having to find your own way home.   You are, of course, free to drink on shore anywhere the minimum drinking age is 18. </description>

		<description>The drinking waiver that you refer to does not apply to Puerto Rican departures, only South America and Europe.  

All of the cruise lines operating out of the US, like Carnival, Royal Caribbean, Princess and Norwegian, all have a minimum drinking age of 21 or older and they do enforce it.   HOWEVER, when you get OFF the ship in whatever ports the ship stops at you CAN drink at age 18 or about in all of the clubs, lounges, restaurants, bars, etc.   BUT, you cannot bring liquor that you buy in ports back on the ship; it will be confiscated. 

What you can do is have your parents order a bottle or two of wine and/or some bottles of beer for your cabin and consume it with their permission in the cabin.   The mini-refrig in your cabin may have these supplied anyway and no one knows who consumes them. </description>
